I have a container with a background image which I am using instead of the
tag. Using the background image approach allows me to scale the image. I did this using the Backgrounds property.
I need to adjust the settings of this background on Tablet and Mobile, however the Backgrounds property is no longer available.
Is this a bug?

Yes, you are right, the background panel only exists in desktop mode.
That’s not a bug, but I agree that it can be more user-friendly. I’ll mark this topic so we can discuss the issue in our internal meeting 🙂

No, you do not need to use CSS.
You are using the advanced background featured, you can add mobile/tablet background settings in that Advanced backgrounds.
