I know about the TOC plugin, but I am not sure how to the do the user bio and call to action. Would you recommend I try using generatepress elements or some other way?

If so, check this YouTube video:
It was using v1 GB blocks, I assume you are using v2 now, so the UI will look different, but the concept is the same.

Hello,
I was checking the video you had sent, and notice that some settings are different. The two ones are the container width and inner container width. The settings are different in the newer version. Where do I find them? I see there is flex, in-flex, grid etc.. Not sure which to choose.

v1 container block includes an inner container by default, but it’s actually not nessasery for all cases.
So we’ve removed the inner container for v2 container block.
If you need an inner container, you can select the existing container, and click the add inner container button in the toolbar:
