Have tried several things in the theme elements (and disabling elements), and creating a Blank Page element to create a blank page. But the site content and the top background element remain. What am I missing?

Can you show me the page that is supposed to be blank?
And just to confirm, you don’t want any content or title on the page, right?
How about the site header and site footer? Do you want them to be there?

It’s a page hero element.
You should be able to find it in Appearance > Elements.

Located and removed. Thanks. Is there a way to save as a template so I can speed up builds?

You mean save the blank page as a template? Like remove the site header, footer and title?
If so, you can use a layout element to disable those elements and assign it to a certain category of pages.
