If I try
plugins_loaded,after_setup_theme, orinit, the field is made blank after saving a Hook Element. When are Hook Elements created in the WordPress hook timeline, and what’s the earliest hook that field will accept? Please add this information to the documentation, as there is currently no indication that certain hooks will be rejected. -

Those action hooks are not functioning in the Hook Element. For that type of snippet, you should use a Code Snippet plugin instead.
