When I last used GP, I am sure I used to be able to change the font style within GP. It was either within the block editor or the customizer. I am unable to do this now – has something changed?

I notice a button in the customizer: “Use Google Fonts API”.
What does this mean? Is it best to keep this box checked?
Will the fonts I select be available for all people who view a website I create?

if you added a Google Font to the Customizer > Typography, then you must check:
Use Google Fonts APIUNLESS…. you have installed the fonts locally on your site using code.

Does this mean that whenever someone views my site, they will then link to google fonts to enable them to view it?

Correct, the visitors browser will make the request from the Google Fonts server to load that font in your site.
