Not sure if it’s related, but the Tab block you’re editing is inside a Pattern, correct?
To debug, try opening a new blank page, duplicate the Tab block inside the Pattern Editor, and paste it into the new page. Then try changing the image inside the tab on this new page.

Yes, it is part of a pattern. I also have to update it weekly. It used to show it all–i’m not sure when it changed
On a new page it works when i copy paste it. I can change tabs within the page editor.

If that’s the case, it’s definitely an issue with Patterns. Unfortunately, there’s nothing we can do since it’s a core WordPress feature.
Specifically, if it’s a Synced Pattern, then there’s likely something wrong with it that we still don’t fully understand. We’ve had users report similar issues before, but there hasn’t been a definitive resolution.
