I want to implement this popup effect (see Screenshot) on desktop and mobile, when user opens a web page, this web page pops up this window, the whole web page background goes black and user can only click on this window button to trigger another web page visit (user can only click button and close it, no clicking anywhere else).

1. how to implement this popup effect responsively with GP or GB, compatible with both desktop and mobile?

You would need to find a plugin with specific functionality to achieve this. It cannot be implemented using GP and GB alone without custom development.
