You didn’t mention the HOVER effect in your first message, so I thought you were referring to the color difference shown between the two sections in the screenshot.
Please try to be more specific next time so we can avoid any confusion and troubleshoot the correct issue from the start.

If you’re referring to the Effects panel, here’s the documentation for it:
https://learn.generatepress.com/blocks/styles/effects/It’s not a step-by-step guide, but it does explain what each setting does and how the different effects work.
