I tried adding the PHP code but no result. My site health does not show any cURL issues and I am not using Cloudflare at the moment.

I simply added the Secondary API snippet for both GeneratePress and GenerateBlocks inside the Code Snippets plugin. After that, I was able to activate them as usual.
