I modified your condition.
I used OR logic, set it to location is page-1 or page-2 or page-3, and in the overlay panel, I ticked Invert condition box.

I don’t think it’s a bug.
You should be able to use AND logic, and set each condition to location > is not > page 1, and do not tick the Invert condition box.
It should be the same result.
