From the image we can see the top bar of my website. But it is a little messy.
First how do I create the same space above the logo, as below. (Red arrows)
Also how do I remove the empty space between the top bar and logo header. (pink line)

Is this your CSS?
.site-header .inside-header { padding: px 1% 4px 6.2%; }if so, the CSS is invalid, remove it.
then go to customizer > layout > header, and set up the Header paddings there.

Edit the Top Bar Element and remove the empty paragraph block below it. See here:

I cant see the empty paragraph. Do i have to remove it somewhere else?

Open the block list view, you can remove the paragraph from there.
You can also type some words, then select them and remove them.
