No, GP is a theme, it controls global styles, and it doesn’t offer style for individual HTML elements.
You need CSS to do so. Feel free to link to your site and let me know where you want this effect, i can help with CSS.

Thanks Ying, and thanks for the help earlier with the padding on the hero – that worked.
If possible, I wanted to see what it would look like to add a highlight on H2 headings if it had CSS that you could provide. I attached a page that I was going to do it on, on H2 headings
