How can I add a block (sign up form) that only visitors from Florida will be able to see?

Hi there,
you would need a Geo Location plugin of some kind, there are many available, generally a premium option is required or developer level knowledge to integrate, some that i am aware of:
GeoTargeting Pro, GeoIP Detection, or Geotargeting WP.
Most of those will provide some function that could be used to determine if a user is “somewhere” which in turn could be used with a GP Element display rules.
