Your current one is corrupted since you changed it from content template to hook with the nesting relationship still enabled.
So remove that Blog heading element, and start from scratch to build a new element.

Hmm, initially I tried to create a Hook element but it doesn’t seem to have the Gutenberg editor, so I created a Block one, selected after_header hook, but it’s not applying as far as I can tell, selected All Archives too as display location but doesn’t seem to be applying (both admin/incognito)
